The young foretopman Billy Budd, only just Press-ganged into service on the English warship “Indomitable”, is liked not only by his crew-mates, but also by Captain Vere, commander of the ship. And yet Vere is forced to condemn him to death by hanging. Billy had been unjustly accused of mutiny by the master-at-arms John Claggart; and Billy, handicapped by a stutter, impulsively struck Claggart down and unintentionally killed him. Vere would dearly love to acquit Billy, but it is a time of war and the court-martial cannot be overrruled.

The concatenation of unfortunate circumstances opens the question of good and evil and the discrepancy between the letter of the law and an instinctive sense of justice unloose a hurricane-like sense of outrage against the inexorability of martial law.
